| The National Association of County and City Health Officials (NACCHO), a national organization representing approximately 2,800 local health departments (LHDs) nationwide, has an immediate opening for full-time Contracts Associate. |
The Contracts Associate is responsible for providing professional support for programs or internal functional activities and typically performs moderately difficult analysis, research, writing, and project coordination, usually under the direction of a Manager or Director. The work of the Contracts Specialist supports the programmatic or functional work of the department, typically follows standard processes, procedures, and solutions.
General responsibilities for the position include assisting in drafting contract documents; analyzing and negotiating terms and conditions of contracts; drafting modifications to contracts; maintenance of the contract files; maintenance of software used to monitor contracts; monitor non-programmatic compliance; creating contracts curriculum for program manager trainings; and other tasks as needed. This is a full-time professional position, working closely with CFO and Lead Contracts Administrator to create a seamless contracts process. The work involves participation with NACCHO staff, other organizations, and consultants. The work is completed through discussions, meetings, reports, and on the basis of results obtained. This position requires the exercise of discretion, independent judgment, and strong individual accountability.
The Contracts Associate understands policies, standards, and their application to their work. They also understand implications of internal and external policies that impact their position and internal stakeholders that may involve project coordination, information sharing, or resolution of problems. They may be required to attend external meetings.
DUTIES AND RESPONSIBILITIES • Provide assistance with internal contract management procedure (Database management, Contract request and maintaining both electronic and hard copies) • Drafting contracts based on information from contract request worksheets and review contracts originated outside NACCHO. • Negotiating terms and conditions on standard form contracts and outside vendor contracts, following up on missing contract requirements, identifying when restrictive language is necessary for sub-recipients of Federal pass through funds • Provide assistance with other finance and compliance matters: understanding of various accounting duties including indirect cost rate calculations, billing, accounts receivable as well as the ability to understand legal terminologies and Government Contract clauses. • Submitting contractual information to Federal and private funders as required (e.g. FFAFTA), maintaining schedules used to monitor contracts. • Reviewing requests for payments and financial reports from subcontractors and sub-award recipients. • Perform other duties as assigned.
