The Clinical Specialty Lead Physician/Discipline Manager must be an MD or DO, preferably with a Management Degree, and/or experience in managerial, professional or clinical positions in a health care setting. In addition, the Clinical Specialty Lead Physician/Discipline Manager should possess board certification in the appropriate medical specialty. The physician should be trained in, or have skills in, risk management and/or continuous quality improvement. The assignment requires the ability to be involved in the matrix management of all Behavioral Health programs. The Lead Psychiatrist must have outstanding skills in working with other disciplines to accomplish the goals of the organization.
The incumbent is responsible for the professional activities of the staff psychiatrists delivering customer service and patient-focused quality care within the Behavioral VA Health Care Line. This incumbent reports to the Chief of Staff. The incumbent must work in a matrix environment with responsibility to the Care Line Managers, the Physician Executive, the Medical Center Director and other Care Line Managers, as required.
Serves as a full member of the Executive Committee of the Medical Staff and the Care Line Board, participating in discussions, decisions, and policy making.
Is responsible and accountable for all professional activities within the specialty including research and teaching programs.
Recommends to the Physician Executive the criteria for clinical privileges in the specialty after development and approval of such criteria by the specialty members.
Recommends appointment and clinical privileges for each member of the specialty.
Assures that individuals with clinical privileges competently provide care within the scope of privileges granted.
Monitors and evaluates the quality and appropriateness of care provided in the specialty, ensuring that one level of care is provided across all care settings. Ensures participation in performance improvement activities, including the monitoring and evaluation of clinical/professional performance of all medical care providers in the specialty.
Is active in the development and implementation of a written, meaningful performance improvement/quality management program that monitors major aspects of care/services provided and identifies opportunities for improvement in the quality of care/services provided.
Is responsible for the enforcement of the Bylaws and Rules and Regulations within the specialty.
Is responsible for specialty care provided by Community Based Outpatient Clinics (CBOCs).
Is responsible for supporting a primary care program that maximizes veteran health status at the most appropriate level of care.
Ensures that Care Line, facility and Network mission, vision and values are achieved while operating in accordance with Veterans Health Administration (VHA) and Network policies and standards of federal professional and accrediting agencies external to VHA.
Participates in every phase of administration in the specialty through cooperation with nursing, other associated health specialties, quality management and hospital administration in matters affecting patient care, including personnel, supplies, special regulations, standing orders and techniques.
The incumbent will perform the duties of this position in addition to other responsibilities as developed or agreed upon in concert with the local Care Line Manager and/or the Physician Executive.
- Citizenship of the United States. Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with Department of Veterans Affairs policy.
- Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
- Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
- Completion of a first-year residency, or its equivalent, approved by the Department of Veterans Affairs for the year in which it was completed.
- Proficiency in spoken and written English.
