UTMB was established in 1891 as the first academic health center in Texas and is a component of the University of Texas System. Today UTMB includes five schools (medicine, nursing, health professions, public and population health, and graduate biomedical sciences), a network of hospitals and clinics that provide a full range of primary and specialized medical care, and numerous research facilities.
Director of Administrative Operations RWSP – The Director is responsible for the direction, leadership and day-to-day management of the ambulatory clinics within RWSP, Women Infants and Children (WIC) and Maternal Fetal Medicine Ultrasound (MFMUS). This position demonstrates the professional skills and behaviors to promote comprehensive, cost effective and patient-focused integrative care for patients in a unique and diverse health environment in collaboration with Ambulatory, OB/GYN, and Pediatric leadership to meet the goals and objectives of UTMB’s mission and strategic plan.
This position requires strong collaboration with state and county government officials. The candidate must stay abreast of legislative changes and intermediary rulings and work closely with the VP of Legislative Affairs There is a large commitment to communities where RWSP clinics are located.
Major Duties/Critical Tasks
- Provides leadership and participates in strategic development of short-term and long-term planning, as well as program development for RWSP, WIC and MFMUS.
- Stays abreast of state legislative changes for advanced practice and communicates changes to providers and leaders.
- Maintains compliance and provides reporting for all applicable grants.
- Maintains close working relationship with Texas Health and Human Services Commission (HHSC) leaders.
- Collaborates with HHSC contract managers regarding mid-year reviews.
- Sustains solid relationships with county agencies.
- Responds quickly to grant opportunities by constantly monitoring HHSC website.
- Manages and monitors financial and statistical performance against budged targets.
- Works as a dyad partner with Director of Clinical Operations of RWSP to communicate any policy changes that have material impact to RWSP staff and clinicians.
- In collaboration with Director of Clinical Operations, ensures the appropriate amount and type of staffing of practitioners and support staff to meet the planned/budgeted goals to ensure a competent and productive labor force.
- Identifies new practice opportunities and other clinical activities that support the mission and success of RWSP, WIC, MFMUS, and the Health System.
- Provides verbal and written reports on a regular basis regarding overall activities, performance and goals.
- Administers a total budget of over $30,000,000.
- Provides leadership in developing and supporting operations to ensure the highest quality of care is available to patients and appropriate standards of care are maintained.
- Participates in the development and review of financial administrative procedures.
- Meets regularly with VP of Ambulatory, Chair of OB/GYN and Chair of Pediatrics to discuss goals, initiatives and progress.
- Creates a work environment that fosters teamwork, cooperation, innovation, open communication and respect.
Required Education and Experience
- Master’s degree or higher in Business Administration, Health Care Administration or a related field.
- Minimum ten (10) years of Texas Medicaid and/or government relations experience.
- Understanding of Texas Medicaid, Texas Children’s Health Insurance Program (CHIP), Health Texas Women program (HTTW & HTW Plus), Family Planning Program (FPP), and Special Supplemental Nutrition Program for Women, Infants and Children (WIC). Multiple years of experience in this area is strongly preferred.
- Knowledge and expertise in women’s health, preferably in teaching and research environment is strongly preferred.
